[문화재청](국영문 동시 배포)국민이 발견한 매장문화재 사례 모은『우연한 발견』발간

? 문화재청 국립경주문화재연구소(소장 이종훈)는 2014~2018년 대구·경북지역 매장문화재 발견신고 사례를 모은 책자 『우연한 발견』을 발간했다.
??『우연한 발견』은 최근 우리 국민이 직접 발견한 매장문화재의 현황을 소개한 것으로, 감정평가를 거쳐 문화재로 확정된 유물을 선정하여 수록했다. 책에 수록된 문화재는 모두 35건 93점으로, 경주, 상주, 포항, 경산 등 대구광역시와 경상북도의 여러 지역에서 발견?신고된 것들이다.


? 이 중에는 청동기 시대 돌도끼, 원삼국 시대 청동거울, 삼국 시대 토기, 통일신라 시대 금동소형불상, 고려 시대 청자대접, 조선 시대 석비 등 다양한 시대의 소중한 우리 문화재들이 포함되어 있어 눈길을 끈다.
? * 매장문화재 발견시: 발견 즉시(7일이내) 관할 지자체(시군구 등)나 경찰서 신고→ 신고 후 90일의 공고기간동안 정당한 소유자가 나타나지 않으면 국가가 보관?관리→ 가치에 따라 신고자에게 보상금이나 포상금(발굴조사시)


? 사례집에는 매장문화재 발견신고의 개념, 신고 관련 법령과 행정절차를 자세히 담아 매장문화재를 발견했을 때의 행동요령과 신고 절차를 소개했고, 실제 신고된 문화재들에 대한 조사내용을 상세 사진들과 조사자 의견을 넣어 함께 게재했다. 신고한 문화재 중 중요 유물 2건에 대해서는 분석 자료도 같이 실어 연구자들이 나중에라도 조사·연구에 활용할 수 있도록 했다.


? 참고로, 가장 오래된 신라 석비의 가치를 인정받아 국보(제318호)로까지 지정된 포항 중성리 신라비도 2009년 5월 포항의 도로개설공사장에서 인근에 살던 주민이 화분 받침대로 쓸 돌을 찾기 위해 폐기된 돌무더기를 뒤지다가 찾아내 포항시청에 신고했던 매장문화재다.
? 이번 책에 실린 문화재들의 발견 경위를 보면, 하천에서 물놀이를 하거나 산에서 도토리를 줍다가 찾아낸 것도 있고, 밭을 갈거나 비닐하우스 공사, 축대공사를 하다가 발견한 것도 있었다. 산책 중 우연히 눈에 띈 것도 있고, 전화국 장비 수리 과정에서 나온 것, 과수원에 나무를 심거나 산소를 정비하다가 나온 것, 염소 사육장을 청소하다가 발견된 것, 칡을 캐다가 찾은 것 등 다양했다.


?? 2013년 12월 상주시 무양동에서 절토 과정 중 발견된 ‘이수보 애민선정비(李秀輔 愛民善政碑/1742년 건립)’,? 2014년 4월 포항 법광사지 주변의 문화재를 탐방하다가 밭둑에서 발견된 포항시 북구 신광면 소재 ‘○○선사비(禪師碑)’ 등은 지역의 역사자료로서 충분한 가치가 있는 것으로 판단된다.
? 2017년 금속탐사과정 중 경산시 갑제동에서 발견되어 신고된 ‘청동유물 일괄’은 기원전후 1~2세기 유물로 추정되는데, 원삼국 시대 분묘 문화 연구에 참고자료가 될 것으로 기대된다.


? 또한, 경주시 나원리 발견 석등 옥개석, 황남동 발견 석조귀부는 경주 나원리사지, 황복사지와 같은 중요 절터 관련 유물로 추정하고 있어 앞으로 절터 조사·연구나 유적 정비 등에 활용할 수 있을 것이다.


? 매장문화재 발견신고는 소중한 문화재를 보존·보호하는데 큰 힘이 될 수 있다. 무엇보다 우리 국민의 자발적인 신고로 소중한 문화재를 지키고 남길 수 있다는데 더 큰 의미가 있다. 이번 자료집이 ‘매장문화재 발견신고 제도’를 적극적으로 홍보할 수 있는 기회가 되길 바라며, 아울러 신고 활성화에도 좋은 사례가 될 것으로 기대한다.


? 『우연한 발견』은 국내·외 국공립 도서관과 국내 연구기관 및 지자체 등 관련기관에 배포되며, 국립경주문화재연구소 누리집(http://www.nrich.go.kr/gyeongju)에서도 누구나 열람할 수 있도록 할 예정이다.

The Gyeongju National Research Institute of Cultural Heritage (Director, Lee Jong-Hoon) under the Cultural Heritage Administration published 『Accidental discovery』, a collection of stories that the people found buried cultural properties and reported in Daegu and Gyeongsangbuk-do province between 2014 and 2018.
『Accidental discovery』 is introducing present conditions of buried cultural assets which were recently discovered by the people. In this book, there are 35 cases to report that people found 95 buried cultural properties from Gyeongju, Sangju, Pohang, Daegu and Gyeongsangbuk-do province. Those unearthed cultural assets are diverse and precious such as stone axes of Bronze age, bronze mirrors of the Proto-Three Kingdom, pottery of the Three Kingdom, gilt-bronze Buddhist statues of the Unified Silla, celadon dishes of Goryeo dynasty and tombstones of Joseon dynasty.
This book contains how the cultural property were found, its original sites, field survey, its features, researcher’s opinion and photographs. Among the introduced cultural assets in a book, ‘Lee Su-bo Aemin Seonjeongbi_monument commemorating good government of Lee Su-bo’s love of the poeole ’, found in Sangju 2014, and ‘○○Seonsabi_○○Buddhist Stele’ found in Pohang are highly valuable as historical resources of the area. Moreover, it was estimated that pieces of the subsidiaries of stone lantern and the tortoise shaped stone pedestal, discovered from Gyeongju city, might be related to the vital Buddhists’ sites such as Nawonri Temple site and Hwangbok Temple site. Hence, those unearthed pieces could be utilized for study and maintenance of temple sites.
Discovering cultural properties and making a report can be a big help for preserving and protecting the imported cultural assets. Above all, it is more meaningful that we can protect and maintain those precious cultural properties with voluntary reports from the people. It is expected that this book creates a great chance of an active promotion for ‘Discovering and voluntary reporting system for Buried Cultural Assets’ and it could be a great example to stimulate more voluntary reports as well. 『Accidental discovery』will be distributed to the national and public libraries at home and abroad. It will be available to anyone through the Gyeongju National Research Institute of Cultural Heritage website (http://www.nrich.go.kr/gyeongju).
The Gyeongju National Research Institute of Cultural Heritage of the Cultural Heritage Administration is a state-run organization to study, excavate and preserve the Cultural Heritages in Daegu and Gyeongsangbuk-do province. They also plan to provide the results of research on Korean Cultural heritages with various materials through further studies and researches.?
