브렉시트 이후 달라진 영국의 수입규제
- 영국, 2021년 1월 1일부터 EU와는 별개의 독립적인 수입규제 시행 -
- ’21년 1월 기준, 영국의 대한 반덤핑, 세이프가드 조치는 총 7건으로 모두 철강·금속 제품 -
영국은 브렉시트 이후인 2021년 1월 1일부터 EU와는 별개의 자체적인 수입규제를 시행하며, 기존 EU의 조치에 대해서는 영국 무역구제조사부서(TRID: Trade Remedies Investigations Directorate)의 전환검토(Transition Review)를 통해 영국에서의 유지 여부를 결정한다. 영국 정부는 2020년 2월 10일 벨라루스, 중국, 러시아산 용접 튜브 및 파이프에 대한 반덤핑 건을 시작으로 전환검토를 개시했다. 2021년 4월 기준, 영국이 전환검토 중인 수입규제는 7건으로, 세이프가드 1건, 반덤핑 4건, 상계관세 2건이며, 품목별로는 철강/금속 4건, 화학 2건, 수산물 1건이다.

영국 무역구제조사부서(TRID)는 영국 조세법(2018), 무역구제법(반덤핑 및 상계관세)(2019), 무역구제법(세이프가드)(2019) 및 WTO 규정에 의거해 기존 EU의 수입규제가 아니더라도 영국 산업계나 아주 예외적으로 국제통상부 장관의 요구가 있는 품목에 대해서도 반덤핑, 상계관세, 세이프가드 등 세 가지의 수입규제 조사를 개시하고 조치 여부를 결정하게 된다. 무역구제조사부서가 조사를 개시하면 이를 관보 및 정부 웹사이트를 통해 알리게 되며, 조사기간은 통상적으로 반덤핑 및 상계관세는 11~13개월, 세이프가드는 8~10개월이 소요된다.
철강 세이프가드
영국 정부는 브렉시트 이후인 2021년 1월 1일부터 기존 EU의 철강 세이프가드 조치 26개 품목 중 영국 생산과 관련있는 19개 품목만 유지하기로 결정했다. 다만, 해당 세이프가드 유지에 대한 최종 결정을 위해 2020년 10월 1일 전환검토를 개시했다. 전환검토에서 제외된 품목은 전강 A/B, STS 열연/냉연/후판, 무계목 강관(STS 포함)이다. 전환검토 내용은 기존 EU 세이프가드 규정과 대부분 동일하며, 영국의 저율관세할당(TRQ)은 EU집행위의 방식을 이용해 재계산해 적용할 예정이다. 철강 세이프가드 전환검토에 대한 최종 결정 및 발표는 2021년 5월 경으로 예상된다.

반덤핑 및 상계관세
영국 정부는 기존 EU의 반덤핑 및 상계관세 조치에 대해 2017년 11월 28일부터 2018년 8월 30일(기존 3월 30일에서 연장)사이 국내외 관련 업계 및 이해당사자의 의견을 수렴(call for evidence)했고 이를 기반으로 영국의 유지 여부를 결정했다. 영국이 브렉시트 이후에도 유지하기로 결정한 수입규제는 42건이며, 76건은 폐지되었다. 아래 표를 통해 자세한 내용을 확인할 수 있으며, ‘유지*’ 표시는 현재 영국 무역구제조사부서가 전환검토를 진행하고 있고 있는 건이며, '폐지+’ 표시는 영국에서 더 이상 생산하지 않는 품목으로 가까운 시일 내에 재생산 가능성이 없는 품목을 의미한다.
